Raise the tuition and lease my wife's car

The state of Arizona recently raised the tuition of the state's university's 20%. Which is OK if there is a fiscal crisis. But what if there is only a spending crisis? What if they are doing things like getting their wife a 14k a year car lease (must be a nice car) or spending thousands of dollars a year on political contributions.

How is this possible? I know, let's take the Fiesta Bowl, separate it from the University System it's supposed to help, and start abusing the system. And where are the government regulators that are supposed to monitor these things?
